Three years ago, that dream took shape at Canopy: to bring life-changing hope to the lives of Mississippi’s children in a way that could reach beyond geography, beyond barriers and beyond traditional models of care. In 2025, that dream became reality through the expansion of Canopy Anywhere, a first-of-its-kind approach to youth mental wellness designed to meet students where they are.
Announced in partnership with Governor Tate Reeves, the Mississippi Development Authority, and the Mississippi Department of Education on August 13, 2025, this initiative represents a bold step forward in addressing one of the most urgent challenges facing our state: the mental and emotional well-being of our children.
“Mississippi has momentum in the classroom, and this new partnership will help keep it that way,”
said Governor Reeves at the press conference in August 2025.
“Emotional and mental health play a major role in students’ academic success, and that’s why this initiative is so important.”
Canopy Anywhere is an optional, in-school solution designed for students in grades 6–12 that integrates evidence-based practices with accessible, technology-enabled support. Delivered through devices already available in schools, the platform offers a scalable and cost-effective way to strengthen student wellness while connecting those in need to deeper levels of care.
At the heart of Canopy Anywhere is evidence-based hope science. Through Canopy’s Hope Highway© curriculum, students are equipped to identify meaningful goals, develop multiple pathways to achieve them, and build the willpower needed to pursue those goals. This is paired with self-guided digital tools, weekly wellness lessons and real-time screening and assessment capabilities that allow students’ needs to be identified and addressed earlier than ever before.
Canopy Anywhere also includes care navigation, connecting students and caregivers to appropriate resources and support, as well as clinical pathways when more intensive intervention is needed. This layered approach with parental consent, along with caregiver needs assessments, ensures that every student has access to the right level of care at the right time.
The foundation for this work was built through pilot efforts in the Madison County School District, where early results demonstrated both the need and the potential. In one year alone, 143 students were identified with immediate mental health needs and connected to in-person support. These insights helped shape the broader deployment now underway across the state.
In 2025, that vision expanded significantly. With $16 million in funding through the Community Development Block Grant CARES Act Program, administered in partnership with the Mississippi Development Authority and the U.S. Department of Housing and Urban Development, Canopy Anywhere is being deployed across 29 school districts serving low-to-moderate income (LMI) communities.
As of December 2025, dozens of school districts and campuses were preparing to launch, representing tens of thousands of students who will now have access to this innovative solution. Early indicators are expected to reflect meaningful engagement and measurable outcomes, reinforcing both the urgency of the need and the effectiveness of the approach.
“We are deeply grateful to Governor Reeves and the Mississippi Development Authority for prioritizing the mental wellness of Mississippi’s children,”
said Canopy Children’s Solutions CEO Dr. John D. Damon.
“This investment empowers a more hopeful generation and reflects our commitment to delivering innovative solutions that meet real needs.”
The impact of this work extends beyond the classroom. By supporting emotional wellness and strengthening resilience, Canopy Anywhere is contributing to stronger families, healthier communities and a more prepared future workforce.
As Mississippi continues to invest in education and economic growth, initiatives like Canopy Anywhere demonstrate the connection between mental wellness and long-term success. As noted by Mississippi Development Authority Executive Director Bill Cork last fall,
“Meeting the academic and emotional needs of our students not only improves quality of life, but it builds on Mississippi’s record of investing in our people to grow the economy.”
Canopy Anywhere represents what is possible when vision, partnership and innovation come together in service of a shared mission. For thousands of children across Mississippi, the journey forward has never been more hopeful.
Through Canopy’s behavioral health solutions, children are able to find the help they need to thrive in their homes and communities. Canopy provides solutions for a wide variety of childhood behavioral and mental health challenges through a continuum of care.

A teenage youth with a long history of system involvement has recently begun to show powerful signs of healing and growth. Her past includes serious behavioral challenges such as breaking windows, physical aggression and multiple charges. She has experienced repeated placement disruptions, juvenile justice involvement and numerous failed treatment interventions across multiple facilities.
Despite receiving services from a wide range of providers, she struggled with severe physical and verbal aggression, mood instability, trauma symptoms linked to physical abuse and a significant history of suicidal and homicidal ideation. Historically, she resisted treatment and became easily dysregulated, often leading to further crisis or legal involvement.
But today, in a new foster placement where she feels safe and accepted, this youth is beginning to thrive. She is showing consistent improvements attending medical appointments, caring for her hygiene and making healthier daily choices. She’s allowed herself to be vulnerable, trying new things like letting her foster siblings help her with self-care activities and is becoming more open in communication and emotionally regulated in her responses.
After many months of fear and avoidance around therapeutic services, she recently voiced to her Wraparound Facilitator that she is ready to begin therapy through Mississippi Youth Programs Around the Clock (MYPAC), something she previously refused multiple times. Her emotional growth, increased sense of safety and renewed sense of agency are deeply encouraging signs of transformation.
She is even preparing to re-enter school and has set a powerful personal goal: graduating and having her Wraparound Facilitator there to witness it.
This journey reminds us that successful outcomes don’t always mean immediate engagement or linear progress. Sometimes, success means creating the conditions for healing, so that when a youth is finally ready, they can choose a better path.

A 5th-grade student diagnosed with autism spectrum disorder (ASD) was referred to CARES School Biloxi by his school district last fall. His educational journey had included general education inclusion classes, special education settings, and, ultimately, homebound services due to physical aggression. Despite these challenges, his family never gave up hope.
During an Individualized Education Plan (IEP) meeting with a Military Special Education Liaison, the Advocate shared a powerful observation with the student’s mother: “This is the first time in many years that I have heard a calmness in your voice. Over the past month, I’ve witnessed the positive impact this school placement has had on your son, you, and your entire family. I am so happy for this progress and want to thank the CARES School teachers and staff. I hope this growth continues.”
The student’s mother responded with heartfelt agreement: “That is so true. In the short time we’ve been at the new school, we’ve already noticed a difference. Before, during holidays or suspensions, he would ask, ‘Do I HAVE to go back to school tomorrow?’ But this holiday was different. He started asking, ‘Do I GET to go back to my NEW school tomorrow?!’”
This mission moment reflects the power of compassionate educators, tailored support, and the belief that small steps lead to brighter futures. At Canopy, unwavering support is more than a philosophy. It is a commitment to every student we serve.

A Community Moving Toward Hope
It was a privilege to be selected as the Love First Initiative nonprofit partner for Pinelake Church’s annual focus, an opportunity rooted in shared purpose and a deep commitment to serve Mississippi’s most vulnerable children and families.
Love First is more than a campaign. It is Pinelake’s call to action, inviting individuals and communities to step forward with generosity, compassion and service. On October 19, 2026, three services were streamed across five locations and on Facebook, and the message reached up to 30,000 people across the state, strengthening pathways of hope and expanding awareness of the needs facing children and families.
Through this partnership, Pinelake came alongside Canopy in meaningful and tangible ways. From financial support to hands-on service, their commitment was evident across multiple areas of our work.
At the CARES Center, volunteers supported both youth and staff, helping create an environment where healing can take place. Their presence brought encouragement, stability, and care to children navigating complex challenges, while also supporting the teams who serve them each day.
Through Therapeutic Foster Care, families were inspired to take the next step toward opening their homes. Fourteen families expressed interest in becoming therapeutic foster families, representing a powerful expansion of safe, supportive environments for children in need of stability and belonging.
Across the state, individuals stepped forward to serve. More than 235 volunteers expressed interest in engaging with Canopy, reflecting a growing community committed to making a difference. Whether through mentorship, service opportunities or advocacy, each step taken contributes to stronger outcomes for children and families.
The generosity of this partnership was also significant. Together, Pinelake and its community contributed over $500,000 in support of Canopy’s mission. This investment strengthens our ability to deliver solutions that provide help, healing and hopeful pathways forward.
What makes this partnership especially meaningful is not only what was given, but how it was given. Love First reflects a shared belief that real change happens when people come alongside one another with intention and care. It is a reminder that no child or family walks their journey alone.
Because of this partnership, more children will experience healing. More families will find support. More communities will be strengthened.
We are deeply grateful to Pinelake for choosing Canopy as their Love First partner and for the countless ways they have come alongside our mission. 2025 was just the beginning of this partnership, and we look forward to continuing to grow together in the years ahead.
Together,
we are creating lasting impact and helping children and families across Mississippi move toward brighter, more hopeful futures.

Canopy engaged Monitor Institute by Deloitte for a three-phased strategic planning process to help the organization build a shared understanding of where we are today, make key decisions around Canopy’s strategy, and build an operational plan to support our new strategy.
We want to expand our work in Mississippi, stay on the leading edge of innovative best-practices, and proactively pursue partnerships to meet children where they are.
We will improve access to high-quality care and expand Canopy’s reach by pursuing three key priorities:
Canopy will seek to be a leader in driving innovation in mental wellness by developing a robust process for exploring innovative ideas; evaluating ideas for feasibility, impact and financial viability; and adapting internal structures, processes and resourcing to steward new innovations from concept to launch.
Canopy will expand its sphere of influence by pursuing strategic partnerships that will result in increased reach and access to high-quality care in Mississippi, starting by exploring potential partnerships to meet children where they are – first in schools and then in pediatricians’ offices.
Canopy will invest in capabilities to enhance our effectiveness in the rapidly changing healthcare landscape. Specifically, we will build our measurement, data, and learning capabilities and our clinical expertise to stay on the leading edge of practice, and invest in communications to drive name recognition, raise awareness of services and gain referrals.
Three years into our strategic plan, one thing is clear: progress builds belief.
Strategic plans are roadmaps to reach our biggest aspirations, but they also serve as fuel for the journey. One of the most powerful insights from the science of hope is this: when we look back and see how far we have come, hope rises. And as hope rises, it propels us forward. That momentum is visible across our organization today.
Our progress is not only reflected in goals, objectives and key performance indicators. It is also evident in how we are equipping our teams with the tools and information they need to make life-changing decisions in real time. When people have access to clear, actionable data, outcomes improve and stewardship is strengthened.
In 2025, we made strategic investments designed to strengthen how we serve children and families across Mississippi:
These efforts are shaping a more connected and responsive organization, helping us deliver on our mission with greater effectiveness and impact.
While this work is ongoing, the foundation is firmly in place. Each step forward strengthens our ability to serve children and families with precision, insight and care. From the front lines to the boardroom, we are committed to ensuring that every team member has access to the information they need to lead well and respond effectively.
This is what it means to strengthen the core. Not just in what we do, but in how we do it.
And as we continue this journey, we remain focused on one outcome: helping children and families thrive.
A New Chapter of Hope in Action
In 2024, Canopy Children’s Solutions shared a bold vision: to expand the CARES Center and provide enhanced care for children with the most complex mental health needs in Mississippi. That vision was grounded in a simple belief, that every child deserves access to the right level of care, close to home, in a place designed for healing.
On Tuesday, June 24, 2025, that vision began to take shape in a powerful and visible way. Community leaders, partners, and advocates gathered on Canopy’s Jackson campus to break ground on the CARES Center Expansion, marking a significant milestone in our commitment to children and families across the state. This moment represented more than construction. It was a reflection of a shared commitment to meet children where they are and building a future where hope starts here.
For more than 30 years, the CARES Center has served as Mississippi’s only nonprofit psychiatric residential treatment facility, providing intensive, trauma-informed care for youth ages 6 to 17 with severe emotional and behavioral challenges. As the needs of children across the state have continued to grow in both complexity and urgency, so too has the need for expanded solutions.
The CARES Center Expansion is a direct response to that need. Through a historic public-private partnership with the Mississippi Department of Child Protection Services and the Mississippi Department of Mental Health, and supported by a $20 million state investment matched with $5 million in federal funding, Canopy is advancing a transformative model of care.
This expansion will add 20 new beds, increasing capacity from 60 to 80, and includes the construction of new residential cottages alongside renovations to existing facilities. More importantly, it includes enhanced care designed for youth with complex trauma histories and high-acuity needs who often have limited or no appropriate placement options within the current system.
The expansion fills a critical gap between acute hospitalization and community-based services, creating a more complete and connected continuum of care for children across Mississippi. It ensures that children can receive the support they need while remaining closer to their families and communities, an approach that research shows leads to stronger, more sustainable outcomes.
At its core, this project is about more than expanding capacity. It is about reimagining what care can look like for children who have experienced deep trauma. It is about creating environments where children feel seen. It is about building systems that not only respond to crisis, but actively promote healing, growth, and long-term stability.
Canopy’s CARES Center Expansion also represents a model of collaboration. This work would not be possible without the partnership among state leadership and Canopy’s clinical expertise and operational infrastructure. Together, we are building something that no single organization could accomplish alone, a system designed to serve children with the highest level of need and deliver meaningful, measurable outcomes.
As construction continues, the CARES Center campus is being thoughtfully designed to reflect this vision. Each space is intended to support healing, from residential cottages that create a sense of home, to therapeutic environments that promote safety and connection. This is not simply a place for treatment. It is a place for transformation.
Looking ahead, Canopy anticipates celebrating the ribbon cutting of the expanded CARES Center in October of 2026, marking the opening of a new chapter in children’s mental health care in Mississippi. This milestone will represent years of vision, partnership, and investment coming to life, and most importantly, it will represent new opportunities for children to receive the care they need and deserve.
The CARES Center Expansion is a powerful example of what is possible when communities come together with a shared purpose. It reflects Canopy’s commitment to expanding solutions, strengthening systems, and ensuring that every child has a pathway to healing and hope.
Because when we invest in children, we invest in the future of Mississippi.
And at Canopy, that future begins with a simple truth: hope starts here.
In 2025, Canopy made the decision to rename our in-home and family preservation and reunification program from in-CIRCLE to HopePath. This shift reflects both the evolving landscape of child welfare and Canopy’s commitment to delivering measurable, meaningful outcomes for families.
With the passage of the Family First Prevention Services Act (FFPSA), states are increasingly focused on evidence-based prevention services that reduce the need for foster care. In response, Canopy invested in strengthening both the identity and the evidence base of this solution. In partnership with Casey Family Programs and the University of South Florida, Canopy supported a rigorous outcome evaluation designed to position the HopePath solution for national recognition through the Title IV-E Prevention Services Clearinghouse.
At the same time, Canopy recognized the need for a name that more clearly reflects the work. HopePath for Families communicates both the intent and impact of this solution, helping families build a pathway forward grounded in safety, stability and the belief that change is possible.
This work is supported by strong evidence. An independent evaluation released in November 2025 examined outcomes for 748 caregivers receiving HopePath services compared to 2,244 similar families receiving services as usual. Findings demonstrated a:
These results point to improved long-term outcomes, including trends toward permanency and reunification.
HopePath for Families reflects a core belief that families, even in moments of crisis, can identify meaningful goals, build practical pathways forward, and develop the agency to achieve lasting change. This approach is grounded in the science of hope and continues to shape how Canopy designs and delivers solutions across the state.
As we look ahead, Canopy is preparing to submit HopePath to the Title IV-E Prevention Services Clearinghouse in Spring 2026, marking the next step in scaling a model that is both evidence-based and purpose-driven. This evolution signals who we are as an organization, committed not only to meeting need, but to building hope, stability, and long-term success for the families we serve.

Volunteers are essential to Canopy’s mission, bringing heart, presence, and care to the children and families we serve. For a child, time spent with a volunteer is more than an activity, it is a reminder they are seen, valued and supported by a community that continues to show up for them. From reading with students at The Canopy School to serving on event committees like Butterfly Ball, and from celebrating at the CARES Center to hands-on projects at Warren County Children’s Shelter, each moment reflects hope in action.
In 2025, 425 volunteers and youth ambassadors served alongside Canopy, contributing over 2,500 hours across our solutions. This investment of time represents more than $85,000 in value, expanding our capacity to serve and allowing more resources to be directed toward care, healing and growth.
For a full list of volunteers, please see Volunteers later in this report.
Canopy’s Youth Ambassador Program continues to grow as a meaningful way for students to engage in service, leadership, and hope-building across the state. This year, 133 students registered and participated in monthly meetings, group engagement and community projects. Across six community offices and supported by 17 staff leaders, Youth Ambassadors explored Canopy’s Hope Highway© curriculum, built connections, and gave back through initiatives like holiday toy drives and needs-based service projects. Notably, the Gulf Coast experienced strong engagement growth.
Upon completion of the program, students were recognized with a Youth Ambassador tumbler and certificate of completion in appreciation of their commitment. Staff look forward to hearing their feedback and insights as Canopy plans for the next academic year and continue to strengthen opportunities for student leadership and impact.
At Canopy, hope starts with meaningful outcomes for children and families. We are grateful for partners who share our commitment to measurable impact, helping ensure every investment creates lasting change and brighter futures for those we serve.
Canopy Children’s Solutions gratefully acknowledges all who support our mission.
